Removed sections of the ExtractVersionInfo code that listed affected commits. Only thing using ExtractVersionInfo was PyPi record gen and CVEtoPackageInfo. CVEtoPackageInfo is never used by anything anymore so I'm removing that too.
will need a follow up PR to change the function signatures in the external/PyPi folder too.
